Open the Shortcuts app
Tap the plus icon to create a new shortcut
Tap Add Action
Search for and add Select Photos
Turn on Select Multiple
Add the Combine Images action
Choose Horizontal or Vertical
Add the Save to Photo Album action
Tap Done
Run the shortcut and select the two photos
Use the Photos app to crop or edit the combined image if needed
