Open the image in Photoshop
Select the object or area you want to change
Go to Image > Adjustments > Hue/Saturation
Check Colorize
Adjust the Hue, Saturation, and Lightness sliders
Click OK
Use a layer mask if you need to limit the color change to part of the image
Save or export the edited image
