Shuffle the deck and deal 5 cards to each player
Place the remaining cards face down as the draw pile
Choose a player to go first
On your turn, draw 2 cards
Play up to 3 cards from your hand
Use cards to:
Put money into your bank
Place property cards into your property area
Add houses and hotels to complete property sets
Use action cards to charge rent, steal, deal, or protect
If you cannot or do not want to play all 3 cards, discard the rest
Keep money cards in your bank only
Keep property cards in front of you by color set
Complete property sets to win
Use action cards only when allowed by the card text
Pay rent or penalties with money or property cards from your bank if required
If a player runs out of cards in the draw pile, reshuffle the discard pile to form a new draw pile
The game ends when a player has 3 complete property sets of different colors
That player wins the game
