Press Win + R, type `services.msc`, and press Enter
Find `Windows Update`
Double-click `Windows Update`
Set `Startup type` to `Disabled`
Click `Stop`
Click `Apply`
Click `OK`
Press Win + R, type `gpedit.msc`, and press Enter
Go to `Computer Configuration` > `Administrative Templates` > `Windows Components` > `Windows Update`
Open `Configure Automatic Updates`
Set it to `Disabled`
Click `Apply`
Click `OK`
Open `Settings`
Go to `Update & Security`
Click `Windows Update`
Click `Advanced options`
Turn off `Automatically download updates, even over metered data connections`
Open `Control Panel`
Go to `System and Security`
Click `Windows Update`
Click `Change settings`
Select `Never check for updates`
Click `OK`
Set your network connection as `Metered` in `Settings` > `Network & Internet` > `Wi-Fi` or `Ethernet`
Restart your PC
