Take a rectangular sheet of paper
Fold the paper accordion-style from one short end to the other
Press each fold firmly
Fold the accordion in half if you want a smaller fan
Secure the bottom end with glue, tape, or a staple
Attach a stick or straw to each side of the bottom for a handle if needed
Open the folded paper gently to form the fan
Hold the secured end and spread the folds apart
