Find a mangrove swamp biome
Locate a mud block in the biome
Mine the mud block with any tool or by hand
Use a water bottle on dirt, coarse dirt, rooted dirt, or mud to create mud
Place dripstone under mud or dirt and let water drip onto it to make mud
Use a hoe on rooted dirt if needed, then convert it with water to mud
