Open Settings
Tap Cellular or Mobile Network
Make sure Cellular Data or Mobile Data is turned on
Tap Cellular Data Network or Access Point Names
Enter the correct MMS APN settings from your carrier
Save the settings
Restart your device
Open Messages and try sending a picture or video
If it still does not work, contact your carrier to confirm MMS is enabled on your plan
