Join with a slip stitch to the top of the starting chain 3
Slip stitch into the next space if needed

Work 2 double crochets into the same space
Chain 2
Work 3 double crochets into the same space
In each corner space, work 3 double crochets, chain 2, 3 double crochets
In each side space, work 3 double crochets
Join each round with a slip stitch to the top of the starting chain 3
Repeat rounds until the square is the desired size
Fasten off and weave in the ends
