You cannot get the GMod Tool Gun in Rust through normal gameplay
It is not a standard item in Rust
You can only use it on private modded servers if the server owner adds a custom plugin or skin
On official servers, it is unavailable
If you want something similar, use Rust building tools, admin commands, or server plugins on a modded server
