Open CapCut and start a new project
Import the video or photo you want to edit
Tap the clip on the timeline
Select Effects or Video effects
Choose Blur
Adjust the blur intensity and style
Set the duration of the blur effect
Apply the effect
Use Mask if you want to blur only part of the screen
Resize and position the blur area as needed
Export the edited video
