Open System Settings
Click Keyboard
Go to Dictation
Turn Dictation on if it is off
Select the language you want from the Language menu
If needed, add another language in System Settings > General > Language & Region
Open the app you want to use
Start dictation using the dictation shortcut or microphone button
Speak in the selected language
Change the dictation language again from Keyboard > Dictation if needed
