MS Paint does not support layer opacity
You cannot change the opacity of a layer in MS Paint
Use a different program such as Paint 3D, GIMP, Photoshop, or Krita for layer opacity
In MS Paint, you can only paste transparent images with limited transparency support, not adjust layer opacity
