Open the Google Play Store app
Tap your profile icon
Tap Settings
Tap General
Tap Account and device preferences
Find the Country and profiles section
Select the new country if available
Add a payment method for the new country
Follow the on-screen prompts to confirm
Wait for the country change to take effect
If the option does not appear, connect to a local IP and try again
If needed, create a new Google account for the new country
