Find cobwebs in abandoned mineshafts, strongholds, woodland mansions, and some other structures
Break cobwebs with a sword to collect string
Use Silk Touch to obtain the cobweb block itself
Trade with certain villagers or use commands in Creative mode to get cobwebs
