You cannot duplicate a Netherite Upgrade Smithing Template in vanilla Minecraft survival
The only way to get more is to find another one in a Bastion Remnant chest
In creative mode, you can give yourself more with commands
On servers, duplication may be possible only if the server allows exploits or plugins, but that is not part of normal gameplay
