Run OCR to convert the scanned images into editable text
Save the OCR-processed file as a new PDF
Edit the text, images, or layout as needed
Use a desktop app such as Adobe Acrobat, Foxit PDF Editor, or Nitro PDF
Use online OCR tools if the document is not sensitive
Use mobile PDF editor apps for basic edits
If OCR is unavailable, convert the PDF pages to images and edit them in an image editor
Recreate the document in a word processor if the scan quality is poor
Export the final version back to PDF
