Turn on the 3DS
Open System Settings
Tap Other Settings
Tap the right arrow until you reach page 4
Tap Format System Memory
Read the warning message
Tap Next
Enter the parental control PIN if prompted
Tap Format
Wait for the reset to complete
Set up the 3DS again after it restarts
