Defeat the skeleton horse riders
Approach the skeleton horse
Tame the skeleton horse by mounting it repeatedly until hearts appear
Equip a saddle to ride it
Use a lead to move it if needed
Spawn one with commands in Creative mode using `/summon skeleton_horse`
