Have one or both parents have the On Ley Line lot trait
Use the Fertility Massage reward if available
Try for a baby while the Sim has the Pregnant moodlet from fertility-boosting effects
Use the Science Baby option if available
Increase the chance with the MCCC mod
Save before trying for a baby and reload if needed
