Find a vehicle with a working battery, some fuel, and an intact engine
Open the vehicle’s hood
Raise the hood if it is closed
Have a hotwire-capable character or learn the required mechanics/electricity levels
Enter the driver’s seat
Attempt to start the vehicle without the key
If the character has the required skill, the vehicle can be hotwired
Wait for the hotwire action to complete
Start the engine after the hotwire succeeds
Drive the vehicle
If hotwiring fails, try again after a short delay
Keep the vehicle fueled and maintained to avoid stalling
