Start with the Constitution’s impeachment process and relevant constitutional requirements
Identify specific “high Crimes and Misdemeanors” allegations with supporting evidence
Build a formal resolution or articles of impeachment in the House of Representatives
Refer the matter to the House committee(s) with jurisdiction for investigation
Conduct hearings, gather testimony, and compile records and exhibits
Draft articles of impeachment specifying each charge and the factual basis
Adopt the articles of impeachment by a vote in the House
Transmit the articles of impeachment to the Senate
The Senate holds the impeachment trial under Senate rules
Swear in and preside over the trial (with the Chief Justice presiding for presidential trials)
Present charges and evidence; allow defense presentation
Allow House managers to prosecute and the President’s counsel to defend
Conduct deliberations and vote on each article of impeachment
Secure the required supermajority vote in the Senate for conviction
If convicted, the President is removed from office; the Senate may also vote on disqualification from future office
Coordinate with counsel and legislative staff to ensure compliance with procedural requirements and deadlines
