Cut out all the dragon parts
Fold or curve the body pieces to give them shape
Glue or tape the head, body, tail, wings, and legs together
Add eyes, scales, teeth, and horns with markers or paper cutouts
Attach a stick, string, or hand opening to control the puppet
Reinforce joints with extra tape or glue
Let all glued parts dry completely
Move the puppet by holding the stick or opening and making it walk or fly
