Gather materials: paper, scissors, glue or tape, ruler, pencil, and a stick or straw
Cut the paper into a rectangle
Fold the paper back and forth in an accordion pattern
Press the folds firmly
Fold the accordion in half
Secure the bottom with glue or tape
Attach a stick or straw to the bottom for a handle
Let the glue dry if needed
Open the top carefully to use the fan
