Open the PDF in a PDF editor
Use the text editing tool to modify existing text
Add new text fields where needed
Insert form fields if the PDF is meant to be fillable
Save the file as an editable PDF
If starting from a scanned document, run OCR first
Export or save the document in PDF format
Test the PDF by reopening it and editing the fields
