Open a crafting table
Place 4 sand in the top-left, top-right, bottom-left, and bottom-right slots
Place 4 gravel in the four remaining outer slots
Place 1 dye of the color you want in the center slot
Craft concrete powder
Place the concrete powder in water
Let it turn into concrete
Mine the concrete with a pickaxe to collect it
