Gather tissue paper, scissors, floral wire or pipe cleaners, and tape
Stack several tissue paper sheets evenly
Fold the stack accordion-style
Secure the center with floral wire or a pipe cleaner
Trim the ends into rounded or pointed petal shapes
Gently separate each tissue layer one at a time
Fluff and shape the petals to form a flower
Twist the base to tighten and hold the flower together
Attach the flower to a stem if needed
Repeat with different colors and sizes to make more flowers
