Add cold water gradually and form a dough
Wrap and chill the dough
Cook ground beef with onion, garlic, thyme, scallions, and Scotch bonnet pepper
Add curry powder, allspice, salt, and black pepper
Stir in breadcrumbs and a little water or stock
Cook until thickened, then cool the filling
Roll out the dough and cut into circles
Place filling in the center of each circle
Fold over and seal the edges
Brush with egg wash
Bake at 375°F to 400°F until golden brown
