Stack 6 to 10 sheets of tissue paper
Trim the edges if you want a neat shape
Fold the stack accordion-style into 1 to 2 inch pleats
Tie the center tightly with floral wire, pipe cleaner, or string
Round the ends with scissors for a softer look, or cut them into points for a different style
Gently separate each tissue layer, pulling one sheet at a time toward the center
Fluff and shape the pom pom until it looks full
Attach a ribbon, string, or hook if you want to hang it
