Open the PDF
Select Protect or Security
Set an open password
Save the protected PDF
On Mac, open the PDF in Preview
Go to File
Select Export
Check Encrypt
Enter a password
Save the PDF
On Windows, use a PDF password app
Open the app
Import the PDF
Set a password
Apply encryption
Export the protected PDF
