Open Settings

Click Pause updates
Set your network connection to Metered
Disable Windows Update service in Services
Disable Windows Update Medic Service in Services
Disable automatic updates in Group Policy Editor
Disable automatic updates in Registry Editor
Use a third-party update blocker tool
Uninstall or disable update management software that forces updates
Keep the device offline when updates must be avoided
Restart the PC after making changes
