Open your inventory
Select the bait
Hover over the fishing rod
Use the action button to attach the bait
On PC, right-click the bait, then right-click the rod
On controller, use the appropriate item action to place the bait on the rod
Note that only Fiberglass Rod and Iridium Rod can use bait
Note that the Training Rod cannot use bait
