Open the PDF in a PDF editor or viewer that supports page management
Go to the page thumbnails or organize pages view
Select the page you want to move
Drag and drop the page to the new position
Use cut, copy, and paste if drag and drop is not available
Save the updated PDF
Reopen the file to confirm the page order is correct
