Open the image in GIMP
Click Image in the top menu
Select Scale Image
Enter the new Width and Height
Adjust the resolution if needed
Click the chain icon to keep the aspect ratio linked or unlink it to change proportions
Choose the interpolation method if available
Click Scale
Save the image using File > Export As if you want to keep the resized version separately
