You cannot tame polar bears in Minecraft
Polar bears are not tamable by any normal method
You can breed them only if you use commands or mods, not in vanilla survival
You can leash them with a lead
You can keep them in an enclosure
You can use commands to summon or modify them in Creative mode or with cheats enabled
