Open Settings
Go to Network & Internet or Connections
Select Hotspot & tethering or Mobile Hotspot
Turn on Mobile Hotspot or Wi-Fi Hotspot
Set the hotspot name
Set a password
Choose the network band if available
Save the settings
Connect other devices to the hotspot name using the password
