Connect the iPhone to the PC with a USB cable
Unlock the iPhone and tap Trust This Computer if prompted
Open File Explorer on the PC
Select Apple iPhone under This PC
Open Internal Storage
Open the DCIM folder
Copy the photos to the PC
Install iCloud for Windows on the PC
Sign in with your Apple ID
Turn on Photos in iCloud for Windows
Open the iCloud Photos folder on the PC
Download the photos to the PC
Use the Photos app on Windows
Select Import
Choose From a USB device
Select the iPhone
Import the photos
Use the Apple Devices app or iTunes if needed for device recognition
Make sure the iPhone is unlocked during transfer
Keep the cable connected until the copy is complete
