If it’s your device, use Apple’s official recovery options.
Put the iPhone in recovery mode and restore it with a computer.
Use Finder on Mac or iTunes/Apple Devices on Windows to erase and restore the iPhone.
If Find My iPhone is enabled, use iCloud.com/find to erase the device remotely.
If you forgot the passcode, try Apple ID account recovery after erasing.
Contact Apple Support or visit an Apple Store for help.
If the iPhone belongs to someone else, ask the owner to unlock it or remove Activation Lock.
