Go to a biome where it can snow, such as a snowy plains, snowy taiga, or grove
Make sure the weather is set to snowing in that biome
Use the command `/weather rain` in a cold biome to make snow fall instead of rain
Use the command `/weather thunder` in a cold biome to make snow fall instead of rain
If cheats are enabled, use `/weather rain 999999` or `/weather thunder 999999`
Build at a high enough altitude in a cold biome where snow can accumulate
Place powdered snow blocks for a snow-covered effect
Use snow golems to create snow layers around them
Use the command `/fill` or `/setblock` to place snow layers manually
Use the command `/weather clear` to stop snow if needed
