Gather colored paper or cardstock
Cut the paper into a semicircle or cone shape
Roll the shape into a cone
Overlap the edges slightly
Tape, glue, or staple the seam
Trim the bottom edge evenly
Punch two small holes near the bottom edges
Thread elastic string or ribbon through the holes
Tie the string under the chin
Decorate with stickers, glitter, markers, or pom-poms
