Open Settings
Click Device
Click Displays
Check whether your Chromebook supports a touchscreen
If the touchscreen is disabled in ChromeOS settings, enable it
Restart your Chromebook
If it still does not work, update ChromeOS
If it still does not work, powerwash the Chromebook
If it still does not work, contact Chromebook support
