Convert a percentage to a decimal:

Percentage increase:
increase % = ((new − old) ÷ old) × 100%
Percentage decrease:
decrease % = ((old − new) ÷ old) × 100%
Percentage change (general):
change % = ((new − old) ÷ old) × 100%
