Preheat the oven to 375°F
Line baking sheets with parchment paper
Cream 1 cup softened butter, 1 1/2 cups sugar, and 2 eggs until smooth
Mix in 2 3/4 cups all-purpose flour, 2 teaspoons cream of tartar, 1 teaspoon baking soda, and 1/2 teaspoon salt
In a small bowl, combine 2 tablespoons sugar and 2 teaspoons ground cinnamon
Roll dough into 1-inch balls
Roll each ball in the cinnamon-sugar mixture
Place dough balls on the baking sheets about 2 inches apart
Bake for 8 to 10 minutes
Let cookies cool on the baking sheet for a few minutes
Transfer cookies to a wire rack to cool completely
