Reach Sea Danger Level 2 or higher
Go to the Second Sea
Find the Submarine NPC at the docks in the Second Sea
Buy the Submarine with in-game currency if it is available
If you cannot buy it directly, complete the required quest or event tied to the Submarine NPC
Use the Submarine from the dock or spawn point after unlocking it
