Gather tissue paper, scissors, floral wire or pipe cleaners, and optional ribbon
Stack several sheets of tissue paper evenly
Fold the stack accordion-style, making each fold about 1 to 2 inches wide
Trim the ends into rounded or pointed shapes if desired
Fold the accordion stack in half to find the center
Wrap floral wire or a pipe cleaner tightly around the center
Fan out both sides of the folded tissue paper
Gently separate each layer of tissue paper one sheet at a time
Pull each layer toward the center to form the flower shape
Fluff and adjust the petals until the flower looks full
Attach a stem, string, or ribbon if needed
