Check that the charger is plugged in and the power outlet works
Remove all connected USB devices and peripherals
Force restart the laptop by holding the power button for 10 to 15 seconds
Perform a hard reset by disconnecting power and removing the battery if possible
Reseat the RAM and storage drive if you are comfortable opening the laptop
Run HP Hardware Diagnostics from startup
Boot into Safe Mode

Use System Restore if the laptop recently stopped working
Repair startup using Windows recovery options
Reset Windows if software problems continue
Clean the vents and fan to prevent overheating
Replace a failing battery or charger
