Open CapCut and start a new project
Import the video you want to edit
Tap the video clip on the timeline
Go to Edit or Effects, depending on your CapCut version
Look for Motion Blur
Apply the Motion Blur effect to the clip
Adjust the intensity or strength if available
Preview the video to check the blur effect
Export the finished video
