Pull the cable tighter or release it slightly, then retighten the anchor bolt
Center the brake calipers so both pads contact evenly
Adjust brake pad position so pads hit the rim or rotor correctly

Tighten all bolts securely after adjustments
Spin the wheel to check for rubbing
