Open a Crafting Table
Place 6 Gold Ingots in the left and right columns
Place 1 Stick in the center slot
Place 1 Redstone Dust in the bottom center slot
Collect the Powered Rails from the result slot
Use Powered Rails on tracks and power them with Redstone or a Redstone Torch if needed
