Open the PDF tool or website you want to use (Adobe Acrobat, Smallpdf, iLovePDF, PDFsam, etc.)
Choose the option to merge or combine PDFs
Add the first PDF file
Add the second PDF file
Reorder pages or files if needed
Select the output format as a combined PDF (default)
Click Merge/Combine/Create
Download the merged PDF to your device
Verify the pages are in the correct order and the combined file opens properly
