Use the pinch-out gesture on the preview
Tap Share again
Tap Save to Files
On Android, open the image
Tap Share or More
Select Print
Choose Save as PDF
Tap the PDF icon or Save

Upload the JPEG
Download the converted PDF
Use image editing or PDF software to combine multiple JPEGs into one PDF
Rename the saved file if needed to end in .pdf
